LOW COST SANITATION PROGRAMME

C REPLICATION OF THE LOW COST SANITATION PROGRAM OUTSIDE ORANGI

In order to replicate, the OPP-RTI does not set up its own offices but supports the Non Government Organizations (NGOs)/Community Based Organizations (CBOs) and government agencies to work together in partnerships. So far the programme has been replicated in 338 informal settlements in Karachi and in 18 Pakistani cities/ towns including 47 villages. Work  continuous in the cities/towns/villages of Sindh/Punjab.

 

41. In Faisalabad, a city in the Punjab province of Pakistan,work is being carried out by the NGO Anjuman-e-Samaji Behbood (ASB).

42. The above picture shows a lane in Faisalabad before it was developed. ASB has supported Town Municipal Administration (TMA) of nearby town Jaranwala in acquiring and digitizing the Tehsil map and initiating work. Similar initiatives are underway in other nearby TMAs. ASB has successfully mobilised the Punjab Municipal Development Fund for GIS mapping of 17 towns. ASB coordinator as member of different official committees on sanitation has sucessfully advocated the model and the process of mapping. refer web www.asb.org.pk

43. ... and after the community built it.

Since Feb 1996, on self help, total 587 sewers, 10 secondary sewers of total length 1,93,931 rft have been laid. 9,506 houses spread over 78 settlements have invested total Rs. 30.79 million for internal development.

 

 

The Anjuman-e-Samaji Behbood (ASB), Lodhran Pilot Project (LPP) in Lodhran and Conservation and Rehabilitation Center (CRC) in Uch and Muawin in Lahore, in the Punjab province of Pakistan, have been important demonstrations, attracting many training groups and visitors to observe the dynamics of peoples work.

LPP is a Non Government Organisation (NGO) in Punjab carrying out development in Lodhran (Population 65,500). The Local Council of Lodhran accepted the OPP-RTI model and supported the LPP by providing office space and information. At the initial stage  documentation of existing sewage disposal system of Lodhran was completed by the engineer. On the basis of documentation, a master plan was prepared. External development projects were identified and implemented.

 

44. Total 143 lane sewers, 25,580 rft have been completed in Lodhran. 1,179 houses have invested total Rs. 2,657,980 in lane sewers and sanitary latrines.

45. The LPP extended the program to adjacent towns and villages including Khanpur City (Population 150,000). For the villages LPP mobilized grant support, from the govt. and World Bank, for external development . In 47 villages 815 lane sewers,1,51,728 rft have been completed. 6,060 houses have invested total Rs.16,852,640 in lane sewers and sanitary latrines,govt and World Banks investment in external has been Rs.20,956,823 while people have also supported further by providing land costing Rs.2.2 million. In Khanpur city 137 lane sewers of length 27,560 rft were completed,peoples investment in lane sewers and latrines has been Rs.3,453,167. Work continues. LPP website www.lpp.org.pk

46. Muawin assisted by PKAUI* has initiated work in Lahore. It is emerging as an important advocacy, training and demonstration support organization. Trained and identified by Muawin two new partners in Sargodha and Lahore have initiated the program.

* PKAUI is the Punjab Katchi Abadi and Urban Improvement Department.

The Punjab Katchi Abadis Directorate (PKAUI), successfully advocated adoption of the model for 21 towns under the Government - Asian Development Bank financed project. The mapping and documentation of the existing infrastructure was completed. Construction of main sewers(external development) is in progress.

 

Partner URC, based in Karachi, continues to play an important role in providing forums for advocacy strengthening OPP-RTI work. The packaging of OPP-RTI and URC is an exciting development in replication. The Punjab Urban Resource Center (PURC) in Lahore continues its advocacy and research for water supply. In Rawalpindi guided by partner AHKMT, the Information Resource Center has been initiated.

Conservation and Rehabilitation Center (CRC) is a team of architects and engineers involved in the conservation of architectural heritage in Uch Sharif, a small and very old town in Punjab. 6 young community members of Uch trained by OPP-RTI documented the sewage infrastructure of the city. Later, on request a conceptual Sewage Disposal Master Plan was prepared by the OPP-RTI. In UCH partner CRC continues its advisory role to the Town Council, designing and monitoring main sewer projects. CRC provided design and estimates for main trunks and secondary sewers. With this project completd 50 percent of the town will have access to sewer mains. CRC requested by the community activist, Nazims and Punjab Katchi Abadis Directorate is extending work to the nearby towns of Ahmedpur east and Alipur.

 

47. 252 lane sewers and 12 secondary sewers of length 39,961 rft have been completed with 2,125 houses having invested total Rs. 6,525,032 according to the CRC report.

The NGO 'Saiban' focuses on land supply for the poor. Khuda ki basti is their project located on the periphery of Karachi. This includes the construction of house and facilitating provision of sewerage, transport, water and electricity. On request, the OPP-RTI has guided, the laying of sewerage system and trained them to maintain the  quality of work and its low cost.

48. Akhter Hameed Khan Memorial Trust, an NGO in Rawalpindi reports the completion of 124 lane sewers and 4 secondary sewer of length 30,815 rft comprising 1,321 houses. Peoples investment in this work was Rs. 4,923,831. In the election of 2001, the coordinator of AHKMT was elected as the Councilor of Rawalpindi Tehsil. This has strengthened the lobbying capacity. Partner NGO, AHKMT in Rawalpindi City has influenced the Asian Development Bank financed sewerage project for the city. As outfall sewer (trunk main) along the 'nala Lai ' is planned, with a treatment plant located downstream. For settlements the component sharing model has been agreed to in principle. The Water and Sanitation Authority (WASA) has started laying trunk mains, so more settlements where communities are mobilized for internal development can be linked up.

49. OPE, Al-Watan forum in Gujranwala have completed work on 241 lane sewers, and 35 secondary sewers of length 74,968 rft comprising 4,221 houses with a total investment of Rs. 14.05 million. Partners OPE and AlWatan Forum in Gujranwala city continue to mobilize and work with Union Council Nazims and Town Engineers, facilitating implementation of external development.

50. Shahpur Chakar Welfare Society (SCWS) has adapted the sanitation program in five settlements in Shahpur Chakar and in one village of district Sanghar in the Sindh province. So far 25 lane sewers, 3 secondary sewers 3,764 rft, benefitting 303 houses is complete. People's investment is Rs. 6,86,389. Lately, SCWS members have prepared maps of three nearby Union Council documenting the existing sewage disposal system. A sewerage system is being desinged, sewage disposal Master Plan was earlier jointly, prepared. SCWS is lobbying with local govt/Nazim for its financing. Some implementaition has started. NGO Sukaar set up by community activist in Mithi is a new initiative,mapping/documentation of the Union Council of Mithi(population 20,000) is in progress, while mobilization of community continues.

 

Sindh Mapping Initiative

For expansion of work in villages and towns of interior Sindh, a youth training program on mapping and documentation has been initiated. These are increasing requests from CBOs/NGOs for support for replication of OPP-RTI sanitation program. To save the initial time spent by OPP-RTI at site on mapping and documentation of settlements (while training the CBOs), need has been felt to first train youths from several CBOs/NGOs, so that the mapping process can begin simultaneously at several places. This period the third and fourth batch of 8 youths, belonging to 4 CBOs, MRDO- Sanjhoro, Morals & BSWA Hyderabd and SSSWA Nawabshah received a weeks training at OPP-RTI. Consequently mapping/documentation of settlements and villages is in progress. Partner Youth Organisation TTRC provided the training and continues to provide the fellow up guidance. MRDO has requested support for initiating the sanitation program, while SSWA have initiated support to their villages.

 

Mapping and Documentation

In addition to mapping and documentation of the infrastructure of the katchi abadis including nalas and drainage channels, entire town maps documenting sewerage and drainage systems have been prepared of 16 towns (out of 18) in Karachi. Also town level maps of 8 towns having documentation of water supply system and city's bulk system have been acquired from KW&SB and are being digitized. Along with these, maps of several settlements and cities in Pakistan of infrastructure documentation have been digitized. These digitized maps are available with OPP-RTI for wider use and access by all. Some are on this web too.

 

Water Supply Plan for Karachi

With the success in adaption, by the govt. of the OPP-RTI sewerage/drainage plan for the city, preparation of a water supply plan has been initiated. Focus is to facilitate poor peoples access to water. There is  enough sweet water ( 650 mgd). Main issues are siphoning of 290 mgd from the bulk distribution which is slod for profit and power break downs causing reduction is supplies and serious management problems. Detailed report is nearing completion. Forums are scheduled to evolve the plan.

 

.   COMMUNITY DEVELOPMENT NET WORK (CDN)



The Community Development Network (CDN) is a forum where (35-40) partners of OPP-RTI and OPP-OCT working on similar concepts come together to present their developments and the issues faced to learn from and support each other and influence government policy. Quarterly meetings are held. Effort is being made by OPP and partners for coming together of many groups at the country level to advocate for public consultations and public hearings for government plans and projects. It has been observed that government mega projects financed by IFIs and donors have been a disaster. Peoples' resistance is everywhere, searching for alternatives, demanding consultations and public hearings.

 

National Sanitation Policy (NSP):

The National Sanitation Policy approved by the govt. ( in November 2006) includes, for nation wide adoption, The component sharing model and some lessons, like building on what exists, mapping and focus on local resources. With replication in the two provinces of  Sindh & Punjab the approval of the model, as a policy, strengthens OPP-RTIs work.
