F THE CONCEPT OF NEIGHBOURHOOD GOVERNANCE

 

54. The concept of component sharing is being applied by CBOs to other sectors i.e. water supply, solid waste management, electricity, plantation and vigilance. Hence the concept of neighbourhood governance evolves.

APPLICATION AT THE LEVEL OF THE UNION COUCIL (UC)

In August 2001, the government introduced a new local government system known as Devolution Plan. According to this, Karachi is classified as City (District) and divided into 18 towns and 178 union councils (UCs). Orangi is classified as one town (out of 18) consisting of 13 Union Councils. Component Sharing concept of partnership has been applied at the UC level. On requests, Union Council plan books have been prepared by the OPP-RTI consisting of documentation of the existing infrastructure of entire settlements with respect to sewage disposal, water supply, health, education, solid waste disposal and parks and proposals for development.

55. The UC plan book strengthens CBOs to support self help work at neighbourhood level while lobbying and directing the UC Nazim (mayor) for external development. Earlier UC-6 demonstrated the adoption of this principle by the Nazim, supported by the neighbourhood CBOs. Lately UC-7 Nazim has adopted this principle. While UC plan books have been provided to all the Orangi UC's and several UC's in 3 other towns. These are folowed by detail proposals for external development,on some work is complete

56. Besides sanitation, component sharing concept is applied to water supply; lines within the neighbourhood are laid by the people while government agencies lay the main lines on the periphery of the neighbourhood.

57. Electric lines within the neighbourhood are taken care of by the people while the government is responsible for the main transmission line (consisting of cable electric poles and transformer).

58. Solid waste disposal in the nieghbourhood is organized by the residents and...

59. ...picked up by a government agency for disposal from certain specified areas around the neighbourhood.

60. Similarly, people plant trees and maintain them within the nieghbourhood while the government agencies plant and maintain them along the main roads.
